NORTON FINKELSTEIN (BC resident for over 50 years)

1955 Bachelor of Commerce (B. Comm.) from University of British Columbia.

1966 Entered the Life Insurance Business as a Life Agent.

1970 – 1980 Life Insurance Broker licensed by Manulife. Attained many achievement awards. Served for three years as agent representative on Manulife Agents’ Council and as Chairman of the Council for one year. Continuous member of the Million Dollar Roundtable. Qualified as a member of Top of the Table several times. Member of Manulife’s Leaders Group. A Five-Star Master Builder (A top achievement recognition with Manulife).

1979 Presented the first structured settlement seminars to ICBC Major Loss (formerly Head Office Claims) and to personal injury lawyers.

1980 Commenced work as a broker of structured settlements and became the first person in British Columbia to devote full time effort to the marketing and promotion of structured settlements.

1980 – 1999 Active in closing approximately 700 ICBC files by 1999 (about 25% of total files closed to date by ICBC). Worked with lawyers in obtaining tax rulings as to the tax-free flow of funds throughout the life of the structure. Participated in many seminars conducted by Continuing Legal Education Society (CLE) and the Trial Lawyers Association of BC as a panelist in the discussion of all aspects of structured settlements.

Member of the National Structured Settlement Trade Association (“N.S.S.T.A.“)

Worked on a committee representing structured brokers to create the draft of what became Section 55.

Contributed to CLE structured settlement training material.

Contributed to legal publications (Advocate, Canadian Lawyer).
